國防部長楊念祖，1日才剛從前部長高華柱手中接下該職務，沒想到僅上任6天，卻被爆出論文抄襲而閃電請辭，目前由副部長高廣圻暫代。軍方才因洪仲丘事件而形象大傷，現又傳出楊念祖因爆抄襲而下台，有軍方人士認為，內鬥的實在太嚴重，且楊念祖選擇站在民意而沒守住軍方底線，被有心人士大反撲。
楊念祖自09年就被延攬至國防部擔任副部長，任職了3年11個月後，前任部長高華柱因為洪仲丘事件而下台，楊念祖1日才剛接下部長一職。正當外界期待這位「文人部長」領導國防部能帶來新氣象時，卻沒想到被爆出論文抄襲，最後選擇請辭下台。
楊念祖被爆出07年2月時，主編《決戰時刻：20XX年解放軍攻台戰役 兵棋推演》，當中有篇他署名的文章，內容有剽竊、抄襲，當時他請友人代寫，友人確實抄襲大陸某雜誌出版的外國學者專文，對此他坦承錯誤，並向馬英九請辭。
只是，軍方這一連串發生的事情，已讓社會大眾不信任，並成為眾矢之的。《中國時報》報導，早在洪案發生之初，軍方內部便開始內鬥。甚至還有高層人士透露，背後是有高人指導要「倒楊」，軍中恩怨因洪案而檯面化，意外將高華柱拉下馬，卻讓楊念祖得利，這讓很多既得利益者難以接受。
