兩岸簽署服務貿易協議引發極大爭議，海協會長陳德銘今（9）日表示，該協議對台灣中小企業相當有利，且未開放大陸勞工來台，會在台灣引起這麼大爭議，自己不是很能理解，他表示自己願意和反對方溝通、討論，但希望大家都要說真話，而不是「逢陸必反」。
陳德銘上午會見「清華─頂新兩岸領袖計劃」活動的學生，同時還接受大家的提問，有人特地詢問他對服貿協議在台引發爭議的看法，這也是陳德銘首次在協議簽署後表示意見。
陳德銘透露，這項協議早在2年前就開始進行磋商，會花這麼多時間，就是台灣行政機關要求和業者進行溝通，為什麼最後會被批評黑箱作業，他並不清楚。
他認為，這當中或許有些地方沒有說清楚，最後才造成這麼大的誤會。他表示自己願意和任何人討論，但不論是企業、政壇人士、媒體或人民，都應該說真話，只要大家心平氣和不要逢陸必反，他願意和大家溝通。
過去擔任商務部長陳德銘強調，本次協議開放的是投資部分，而非勞工，所以不會有數百萬人來台，衝擊台灣就業市場的問題，況且不少台灣開放的投資項目，早在多年前就已經上路，從這幾年的發展來看，總金額僅數千萬元，並未對台灣造成影響。
他認為，協議本身對台灣中小企業相當有利，大陸對台灣開放的80項項目，對許多國家甚至沒有開放，導致自己碰到一些他國官員時，遭到對方質疑。
