根據周三公布的9月16至17日會議記錄顯示，幾位聯準會(Fed)官員上個月希望改寫短期利率可能停留於低點「相當長期間」的指導措辭，但結果並未採取行動，因擔心市場將視此一行動為基本政策改變。

除了擔憂市場的反應外，部份官員仍支持維持這項指導原則，因為這顯示Fed態度謹慎，所以有耐心。

「他們認為，對經濟造成下降的衝擊，其代價將大過上升的衝擊，」因為如果經濟上升，使得升息變成有其必要，升息較易，若經濟再度下滑而需降息，由於利率已偏低，降息較難。

幾位Fed官員希望取消聲明中的部份措辭--如在勞工市場情況中，利用率「嚴重」不足。

官員大多同意，若勞工市場持續改善，該措辭將必須改變。
