北市第三位副市長終於出爐，台北市長柯文哲宣布由政大財政學系特聘周麗芳出線，柯文哲說，第三位副市長人選是經公開上網遴選，兩階段投票；柯文哲並指出，周的學經歷都很好，對目前的市府團隊有最大的互補性，她將主要督導教育、文化、體育和社會局的業務。

台北市第3位副市長，將由政大財政學系特聘教授周麗芳出任。據了解，周麗芳曾擔任健保局的副總經理，周會出線的原因，也是因為柯文哲覺得她的學經歷相當有趣。
